Article 3.01 - Basic rules
River regulations on vessel safety mention the notion of state-of-the-art on several occasions. The question now confronting the network of professionals involved in construction, repair and then the expert assessment and certification of the compliance of the work that has been carried out is who is subject to this requirement to abide by the state-of-the-art and what it entails.
The working group agrees on the definition proposed by the French delegation in document CESNI/PT (18) 28. The liability relating to the state-of-the-art is not the responsibility of the inspection body.
