8.06(2), 8.07(2) – Ventilation of tanks
Article 8.06(2): “Lubricating oil tanks and their pipework and other accessories shall be laid out and arranged in such a way that neither lubricating oil nor lubricating oil vapour may accidentally reach the inside of the vessel.”
Automatic closing devices and self-closing devices for glass gauges and sounding pipes appear to be logical, but is the intention also to require the ventilation system of lubricating oil tanks to have an air extractor to the outside?
Examination of the question/answer:
Lubricating oil tanks containing cold oil must be equipped with glass gauges with an automatic closing device and with sounding pipes with a self-closing device. Where the lubricating oil tanks are in the engine rooms, they must be equipped with a ventilation system with an air extractor to the open air.
The ventilation systems of lubricating oil tanks containing hot oil (including the sumps of combustion engines) must have an extractor leading to the open air or to the air intake pipes of the engine. Where such pipes lead to the open air a cooler must be provided so that the condensed oil vapours flow back into the tanks.
These rules do not apply to tanks with a capacity of less than 25 litres.
Article 8.07(2): “Oil tanks according to (1) ...” The same comments as for Article 8.06(2).
Examination of the question/answer:
The storage tanks described in Article 8.07 must be equipped with glass gauges with an automatic closing device and a ventilation system. Where these tanks are in the engine rooms, the ventilation must lead out of those rooms. For oils used in systems installed in an engine room, ventilation systems with an air extractor leading to a room outside the engine room or to the open air must be provided.
These rules do not apply to tanks with a capacity of less than 25 litres.

Mr Zondag explained the results of the meeting of various experts on the rules on the ventilation of oil tanks in accordance with Articles 8.06(2) and 8.07(2) of Annex II to Directive 2006/87/EC and the Rhine Vessels Inspection Regulations (document RV/G (08) 43 rev. 1 add. 1 = JWG (08) 22 rev. 1 add. 1). The experts had concluded that:
• the rules are restricted to storage tanks for cold oils – thermal or heated oils are covered by other rules;
• the ventilation of tanks
- for fuels can be to the outside,
- for lubricating oils can be to the outside or inside,
- for other oils can be to the outside or inside.
• the headings of the rules could be worded more precisely;
• the rules themselves are appropriate and therefore do not need to be amended.
