Article 19.09(3) - Equipment to enable persons to be transferred safely

Do the three possibilities mentioned in Article 19.09(3) mean that a specific installation has to be used in each case to afford people access?
Answer:
According to Article 19.09(3), passenger vessels shall have appropriate equipment to enable persons to be transferred safely to shallow water, to the bank or to another craft.
The 3 situations (shallow water, bank, another craft) can be addressed with the same equipment or with three different types of equipment.
