Article 19.03(9) - Application of stability 1 criteria forward of the collision bulkhead
The criteria for stability 1 status provided for in Article 19.03(9) demonstrate that:
Irrespective of the chosen value of LF (length of the hull in m, measured at the maximum draught), the damage length is always greater than the maximum distance between the collision bulkhead and the forward perpendicular.
Article 19.03(9)(a), states that: “For 1-compartment status the bulkheads can be assumed to be intact if the distance between two adjacent bulkheads is greater than the damage length.”
However, the forepeak is not formally located between two bulkheads, but between a bulkhead and the bow.
When applying Article 19.03(9)(a), should one consider the compartment aft of the collision bulkhead to be flooded at the same time as the forepeak?
The statement whereby one cannot deem the compartment located aft of the collision bulkhead to be flooded at the same time as the forepeak is perfectly understandable in the event of a frontal collision. This after all is the purpose of the collision bulkhead.
In calculating damage stability in accordance with Article 19.03, the scenario of a frontal collision is of no great importance because only damage to the sides and bottom of the vessel are considered. Consequently, the collision bulkhead should also be deemed to have been damaged if it is located within the damage length in the case of damage to the sides or bottom.
The WORKING GROUP also considers that the damage length is to be looked at (is to be measured) from the forward perpendicular. (respectively as being equivalent to the neighbouring bulkhead). Damage is the situation in which the forepeak and the compartment located aft of the collision bulkhead would be deemed to have been flooded simultaneously.
