ES-TRIN, 1.01 (1.22) and (1.23) - Definitions (Mobile work equipment)
Question:
Can pontoons without working gear still be certified as floating equipment?
Answer:
- According to ES-TRIN, a pontoon is classified under the definition of ‘worksite craft’. If mobile working gear is fitted on the pontoon, the pontoon would fall under the definition of ‘floating equipment’.
- If the owner anticipates possible future use with working gears, the inspection body may certify the pontoon as floating equipment.
- In the latter case, the pontoon must be provided with a proof of stability for any gear installed on it in accordance with Articles 22.07 and 22.08. If the operator intends to carry out work with different types of working gear on the same pontoon, proof of stability must be provided for all possible scenarios. This also means that the shipowner must have the pontoon re-inspected if working gear is placed on it that was not previously planned to be on the pontoon. It would be desirable to add a reference to the approved stability calculation in item 52 of the Rhine/Union certificate.
- The Inspection body can decide on a case-by-case basis to require other calculations and drawings.
