Article 10.12 / Articles 32.02(2), 32.03(1) - Transitional provisions with regard to Article 10.12 – Connection installations – Vessels built before 1 April 1976

Question:

Which of the requirements in Article 10.12 apply to vessels built before 1 April 1976, starting on 1 January 2015?

Reply:

When inspection certificates are renewed after 1 January 2015, vessels built before 1 April 1976 will have to meet the requirements of the 1976 version of the RVBR listed below. (This interpretation is valid for Articles 10.06, 10.10, 10.11 (2), 10.12, 10.14, 10.15 and 10.17).

Article 10.12 Connection installations (Article 6.06 and 6.07 (1), (2), (3) and (6), RVBR 1976)

Electrical switchboards
a) Switchboards must be positioned in a well-ventilated, accessible place, free from projections of fumes and acid. They must be arranged in such a way as to be protected from impact and any damage by weather, water, oil, liquid fuels, and steam.
Switchboards must not be placed near sounding ducts or aeration vents for liquid fuel tanks.
b) In general, the materials used for constructing switchboards must be suitably mechanically resistant, be durable, and fireproof. They must not be hygroscopic.
c) Where the voltage exceeds 50 V:
- the live parts on switchboard must be arranged or protected in such a way as to prevent any accidental contact;
- an insulating mat or a duckboard in impregnated wood must be provided, although this does not apply to distribution boards;
- the metal parts of frames or chassis for control panels and the metal housings of appliances must be carefully insulated.
d) All parts, including connections, must be readily accessible for the purpose of inspection, maintenance work or replacement, and it must be possible to switch them off.
e) Indicator plates for all the circuits and branch circuits must be affixed to the switchboards with an indication of the circuit concerned.
Cut-off devices, power sockets, protective appliances, and ducts
f) It must be possible to turn off the entire installation, the connections to the main distribution board and the departure points on secondary distribution boards by means of switches or circuit-breakers cutting power to all live conductors simultaneously.
g) All generators and all circuits must be protected against power surges at each uninsulated pole or conductor. This may be achieved by using maximum current circuit-breakers or enclosed fuse circuit-breakers. These electrical protection devices must be fitted in such a way as to be properly protected from impact.
h) The cables supplying the steering system need only be protected from short-circuiting.
j) Appliances requiring power of more than 10 A must be connected to a special circuit.
