Like the Rhine vessel inspection certificate, the Community certificate contains details on the minimum crew required on board by the RVIR. However, there are no details given for some of the possibilities in Directive 2006/87/EC, although such details are given in the Rhine regulations. These are applicable if a vessel with a Community certificate navigates the Rhine.

The Secretariat of the CCNR proposes, in Administrative Instruction No 11 [ESI-I-1] that two additional remarks should be added, which refer to the entries relating to the crew:
47. Other comments than those intended to fulfill the regulation in accordance with Article 23.09 [Chapter 31 ES-TRIN] are only applicable when navigating the Rhine if they originate from an inspection body in one of the riparian States or Belgium in accordance with the applicable Rhine regulations.

The crew details in accordance with the regulations governing crew on the Rhine may only be entered by the Inspection Body of a Member State of the CCNR. The problem here is similar to that with the entry of crew details in accordance with other national crew regulations and with regard to the certification for navigation on zone 1 and 2 waterways.
